The promise that was kept

A village in Kerala agreed in the 1990s that every household would send its daughters to secondary school. The agreement had no legal force and no funding attached. Thirty years later the outcome is visible in the district's figures.

What made the agreement hold is more interesting than the agreement itself. Three features appear repeatedly in similar cases. The commitment was public: each household's decision was known to the others, which turned a private intention into something observable. It was collective: no family was asked to be the first or the only one, which removed the cost of being conspicuous. And it was concrete: send a named child to a named school this September, rather than value education generally.

Abstract commitments fail for a reason that is easy to miss. A family that agrees education matters has agreed to nothing in particular and can satisfy the agreement by believing it. A family that agrees to enrol a specific child by a specific date either does it or visibly does not.

Researchers studying such agreements note a fourth feature that is rarely designed and often decisive: somebody checked. Not an official — a neighbour, informally, in conversation. The checking was not enforcement and had no penalty attached. It simply made the commitment present in ordinary life rather than something said once at a meeting.
