The ambivalent majority

B2+ Xã hội 262 từ · đọc khoảng 1 phút

Public arguments are conducted by people with firm views. Most people do not have firm views, and this shapes outcomes more than the arguments do.

Surveys that force a choice between two positions produce two camps. Surveys that allow 'it depends' or 'I can see both sides' routinely find that the largest group chooses one of those, often by a wide margin. On phones in schools, on uniforms, on later start times, the ambivalent group is typically the biggest single group and almost never the loudest.

This matters because ambivalence is not the same as indifference, and the two are constantly confused. An indifferent person does not care what happens. An ambivalent person cares a good deal and holds two incompatible concerns at once: that phones are a distraction and that a child walking home needs one. Treating that person as apathetic, and designing a debate for the two firm camps, loses the only group whose support any workable policy requires.

It also produces worse policy. A rule designed to satisfy one firm camp will be undermined daily by the ambivalent majority, not out of protest but because their second concern is real and will assert itself. A rule designed around the ambivalence — phones collected during lessons and returned at the gate — addresses both concerns and tends to survive.

The practical move is to stop asking which side people are on and start asking what each person is worried about. The answers overlap far more than the sides do, and the overlap is where a durable rule can be built.
